В статье рассматриваются проблемы правового регулирования сервисов рассрочки (BNPL) в Российской Федерации и за рубежом. Анализируются причин и условия роста рынка BNPL, связанные с этим риски и предпосылки формирования правовых основ сервисов рассрочки. Критически исследуется содержание Федерального закона от 31 июля 2025 г. № 283-ФЗ «О деятельности по предоставлению сервиса рассрочки». Сделаны выводы, касающиеся правового статуса операторов сервисов рассрочки и правовой природы услуг сервисов рассрочки. Обозначены перспективы дальнейшего развития российского национального законодательства, регулирующего сервисы рассрочки.

This article examines the legal regulation of installment payment services (BNPL) in the Russian Federation and internationally. It analyzes the causes and conditions for the growth of the BNPL market, the associated risks, and the prerequisites for the development of a legal framework for installment payment services. It also critically examines the content of Federal Law No. 283-FZ of July 31, 2025, «On the Activities of Providing Installment Payment Services.» Conclusions are drawn regarding the legal status of installment payment service operators and the legal nature of installment payment services. Prospects for the further development of Russian national legislation regulating installment payment services are outlined.
